Both alternatives are metaphorical as well as philosophical although they vary in their epistemology. In p1, the poor cannot afford to have ill feelings even when denied something. In p2, The feeling is specified, that of envy; again the poor cannot afford to be envious because he does not know the difference between having and not having what he needs
